Currently Full Professor of Public Law, Law Department, at the University of Teramo and Professor of Constitutional Law, Law Department at the LUISS University, Rome.
With a Degree in Law (1993) at LUISS Guido Carli, Rome and a PHD in Public Law (1999) at University of Florence he begins his teaching being 2001, when he teaches Constitutional Law, Constitutional Process Law and Regional Law both at the Universities above and at the Administrative Law Post-Graduate school of the University of Teramo. In the same University he is Director of the Administrative Law Post-Graduate School from 2007 to 2011.
From 2010 to 2019 he takes the responsibility for Constitutional Process Law branch in the Post Graduate School for Legal Professions at Luiss University. Since July 2013 he is member of the PHD board of Professors at University of Teramo.
At the Italian Constitutional Court, he is adviser and legal assistant to the Vice-President Prof. Carlo Mezzanotte (1996 – 2005), legal consultant at the Research Department of the Court (2006 – 2009) and legal assistant to the President, Prof. Franco Gallo (2010 – 2013).
At the Italian Presidency of the Council of Ministers, he is advisor for the Department for Equal Opportunities in 2003 and advisor for the Department for Information and Security from 2010 to 2018.
He is advisor to the Regional Council of the Region Abruzzo in 2010.
In 2010 he wins the prize “The book of the year in legal science” assigned by the Jurists Club - Istituto Luigi Sturzo, with his work: Sussidiarietà istituzionale e poteri statali di unificazione normative, Napoli, ESI, 2009.
He is attorney at Law, admitted to advocacy before the higher courts (special register).
He is author of over 120 scientific publications and is member of the Scientific Board of numerous Law Reviews.
From June 2018 to September 2019 he is Chief of the Cabinet of the Ministry of Infrastructure and Transport.
From December 2019 he takes the office of President of the Board of FS International Spa.
